Welcome to the 3 Million Technical Talent (3MTT) Programme! You are now part of a transformative initiative under the Federal Ministry of Communications, Innovation & Digital Economy. Our mission is to equip you with the technical skills needed to thrive in today’s digital world. As you begin your journey, this handbook will serve as your roadmap—explaining what you need to know, what is expected, and how we support your growth every step of the way.


Introduction to 3MTT

Who We Are

The 3MTT Programme is a flagship initiative designed to empower Nigerians with critical technical skills across a range of digital fields. Our goal is to train 3 million Nigerians, bridge the talent gap in the global tech industry, and transform Nigeria into a leading hub for digital innovation.

Programme Overview

Phases of the Programme

Our journey is divided into three key phases, ensuring we build a solid foundation and scale up effectively:

1️⃣ Prototype Phase (30,000 Fellows) – This phase focused on testing the learning model, refining curriculum structures, and setting up Applied Learning Clusters (ALCs) and digital learning platforms. It served as a proof of concept, ensuring the scalability and effectiveness of the training approach.

2️⃣ Pilot Phase (300,000 Fellows) – Building on the lessons learned from the prototype, this phase expanded training capacity, introduced AI-powered learning, and integrated externship and placement pathways to strengthen career readiness and workforce integration.

3️⃣ Scale-Up Phase (3 Million Fellows) – The final phase aims to fully scale the initiative, ensuring that millions of Nigerians are equipped with technical skills, driving both local innovation and global employability. This phase leverages strategic partnerships, technology-driven learning models, and peer-to-peer engagement to maximise impact.

Cohort-Based Execution

Learning is delivered in cohorts to ensure structured, high-quality training with clear milestones:

  • 10 Cohorts: Starting with Cohort 1 (30,000 Fellows) and scaling up to Cohort 10 (720,000 Fellows).

  • Each cohort experiences an intensive in-cohort learning phase followed by externship opportunities, real-world projects, and career placements.


Programme Duration & Learning Phases

Your learning journey consists of two main phases:

  1. In-Cohort Learning Phase (4 Months):
    Extended from the previous 3-month model, this phase deepens your mastery through guided coursework, hands-on projects, mentorship, and technical assessments. We emphasize building real-world projects with AI-first learning tools to prepare you for the workplace.

  2. Externship & Career Pathways (8-12 Weeks):
    Transition to externships where you work with industry partners, contribute to open-source projects, and build advanced portfolios that enhance your employability.

4. Peer-to-Peer Learning – Collaboration for Mastery

  • Teamwork: Work in peer groups to enhance your learning through shared experiences.

  • Leadership Opportunities: Peer Leaders and Deputies guide group activities and discussions.

  • Continuous Motivation: Leaderboard rankings and incentives keep the learning community engaged.


Learning Models

We offer multiple learning models to ensure everyone’s needs are met:

  • Standard Hybrid Model: For fellows in LGAs with Applied Learning Clusters (ALCs), combining online learning with in-person training.

  • Peer-to-Peer Led Model: For fellows in LGAs without ALCs, emphasizing collaborative, project-based interactions and virtual meetups.

  • Self-Paced Model (Coming Soon): An AI-supported learning pathway for those who prefer a flexible, cohort-independent approach.


Roles and Responsibilities

For Fellows

  • Weekly Physical Attendance: If you are in an LGA with an ALC, regular attendance at physical classes is essential.

  • Online Learning Completion: Actively participate in all online activities via Darey.io, including virtual classes, modules, quizzes, and projects.

  • Peer-to-Peer Participation: Engage fully in your peer group—collaborate, contribute, and learn together.

  • Virtual Community Engagement: Join weekly reflections, webinars, and state-based Knowledge Showcases to win rewards and build your network.

  • Physical Community Engagement: Attend in-person events organized by your community manager for valuable networking opportunities.

  • Collaboration: Leverage your peers, community, and instructors as key resources—support each other, volunteer, and grow together.

For Applied Learning Clusters (ALCs)

  • Track and support fellows’ milestone completions.

  • Facilitate weekly learning sessions and provide real-time project feedback.

  • Guide peer-to-peer learning at the cluster level.

For Community Managers - Your First Line of Contact!

  • Oversee physical and virtual community engagement and support fellows.

  • Act as a liaison between fellows and the central team.


Academic Policies

Attendance and Participation

  • Mandatory attendance for all physical and virtual sessions.

  • Ensure timely completion of online modules, quizzes, and projects.

Drop-Off System for Accountability

To ensure active participation, a strike-based drop-off system is in place:

  • Strike 1: Issued for missing two consecutive weekly deliverables or two live classes. A warning email is sent with a 5-day grace period.

  • Strike 2: Issued for failing to resolve issues from Strike 1, missing a capstone project, or repeated unexcused absences. A final warning with a 7-day recovery plan is issued.

  • Strike 3: Issued if the recovery plan is not met or if both capstone projects are missed (or submission falls below 70%). This results in removal from the programme for 9–12 months.

  • Monitoring: Weekly progress reports and proactive assistance from Community Managers help keep you on track.

  • Graduation Requirement: Complete at least 70% of all deliverables (quizzes, mini-projects, live classes, capstone projects).

Assessment and Grading

  • Regular assessments through quizzes, projects, and capstone tasks.

  • Grading and feedback are designed to ensure continuous improvement and readiness for real-world challenges.

Code of Conduct

Maintain integrity, respect, and professionalism in all online and offline interactions.


Operational Guidelines

Applied Learning Clusters (ALCs)

  • Provide hands-on learning support and ensure fellows complete weekly milestones.

  • Facilitate peer mentoring sessions and support capstone project development.

  • Commit to a minimum schedule of physical (4 hours per course) and virtual (2 hours per course) sessions.

  • Develop monthly group projects to challenge and inspire innovation.

Virtual Engagement

  • Follow protocols for data privacy and digital meeting etiquette.

  • Engage actively on the designated learning platforms and community channels.

Grievance and Dispute Resolution

If you encounter any issues during your journey:

  • Step 1: Discuss your concerns with the involved parties or your mentor/program coordinator.

  • Step 2: If unresolved, submit a formal complaint via the support portal (support@3mtt.training), including details, evidence, and your desired resolution.

  • Resolution Process: Complaints are reviewed within 5 working days, with mediation initiated if needed.
